Action plan to achieve gender equality to be developed in Kyrgyzstan

A national action plan to achieve gender equality for the next three years will be developed in Kyrgyzstan. The Ministry of Labor, Social Security and Migration has developed a draft of the relevant Cabinet resolution. The document has been submitted for public discussion.

It is noted that the main objectives are:

  • Ensuring the priority areas of state gender policy determined in the long-term National Strategy of the Kyrgyz Republic for Achieving Gender Equality until 2030;
  • Ensuring coordinated activities of state bodies, local government bodies, as well as joint efforts of civil society organizations and development partners in the field of gender policy.

Earlier, the Kyrgyz Republic joined the Beijing Platform for Action, ratified a number of international conventions, including the Convention on the Elimination of All Forms of Discrimination against Women, and joined the implementation of the UN Agenda for Sustainable Development until 2030, including the goals of ensuring gender equality and empowering all women and girls.

Monitoring the implementation of the National Action Plan for Achieving Gender Equality in the Kyrgyz Republic for 2022-2024 revealed that out of 197 measures, 130 were successfully implemented, 44 were partially implemented, and 23 remained unimplemented.

The authorities intend, among other things:

  • To conduct a study «Time Budget» in order to formulate a policy for developing the care economy and reducing unpaid labor of girls and women;
  • To establish scholarships and grants for girls from low-income families, girls with disabilities, in order to reduce financial barriers to admission to secondary and higher vocational educational organizations;
  • To create courses and programs for the development of technical and professional skills aimed at girls and young women, including women with disabilities;
  • To increase the level of legal literacy of women and men, as well as employers on gender-sensitive and inclusive issues;
  • To support the creation of women’s football teams.
